1. Goods or Purchased Services

PURCHASED SERVICES—Services provided by a vendor to accomplish routine, continuing, and necessary functions. Generally, these services meet more ongoing needs of an agency for general support activities. This term includes, but is not limited to, services acquired under RCW 43.l9.190, the authority of the Department of General Administration (GA), Office of State Procurement, or RCW 43.105.041, the authority of the Department of Information Services (DIS).

Examples of GA purchased services include: Delivery/courier services, equipment rental, janitorial services, standard laboratory tests, laundry services, and towing services.

Examples of DIS purchased services include: Dontract programming, technology support, computer hardware and software maintenance, software installation, data entry, operation of a physical plant, and standard IT training related to hardware or software in use by an agency.

2. Personal Services       

Professional or technical expertise provided by a consultant to accomplish a specific study, project, task, or other work statement. This term does not include purchased services as defined under “Goods or Purchased Services” below.

PERSONAL SERVICE CONTRACT—An agreement, or any amendment thereto, with a consultant for the rendering of personal services to the state which is consistent with state law. Personal service contracts may render services to state agencies, businesses, providers, other contractors, etc. If, however, services are provided directly to agency clients, the contracts are classified as client service contracts.

  • IT “commodity-like” services (buying a service that does not include hiring an individual to perform the service), including but not limited to digital certificates, long-distance services, toll-free services, research and advisory subscription services, electronic payment services, encryption services and online training
  • IT Multimedia services, when supplied by or through DIS, including but not limited to video production, satellite broadcasting, video digitizing, webcasting
  • Internet programming services and web site maintenance
  • Standard IT training related to hardware or software in use by an agency

Related Terms and Definitions

Department of Information Services (DIS): Serves as staff to the Information Services Board (ISB) and contact point for investment issues.

Invitation for Bid (IFB): Identifies a functional performance threshold at which SPSCC needs would be met. Asks bidders to submit formal bid for goods or purchased services.

Information Resources (IR): SPSCC’s internal unit responsible for providing technical expertise for information technology procurements and for coordinating procurements with college and state technology plans.

Information Services Board (ISB): Has the power and duty to develop standards governing the acquisition and disposition of equipment, proprietary software and purchased services.

Information Technology (IT): Equipment, telecommunications, video telecommunications, proprietary software, and purchased services. Also may include personal services when OFM approvals are obtained and all reporting/approval requirements of OFM are followed.

Office of Financial Management (OFM): Has the authority to analyze, review and/or approve the filed contract or amendment based on compliance with the competitive procurement, filing and other requirements of Chapter 39.29 RCW.

Request for Proposals (RFP): Formal document used to solicit proposed solutions to a set of functional requirements and/or technical specifications. Provides clear, unambiguous statements of project goals and objectives, instructions for submitting proposal and criteria for proposal evaluation.

Request for Qualifications/Quotations (RFQQ): A streamlined procurement document used to solicit specific price quotes and determine the qualifications of a vendor to delivery goods and services. Evaluation is limited to an analysis of qualifications, experience, ability to perform, and costs.

State Board for Community & Technical Colleges (SBCTC): Responsible for reviewing and approving or denying Information Technology Investment Plans for higher education in Washington State.
