The Online Time and Attendance Reporting (OTAR)
Need(s) Statement

The majority of Washington State’s 34 Community and Technical Colleges (CTC) use manual Time and Attendance systems to collect and report Time and Attendance data. These manual systems are:

• Much more susceptible to human error than automated systems (forms get lost “in transit”) leaving the CTC system open to:
  • Disgruntled employees (for example, when checks are late or in error)
  • Legal exposure
• More costly than automated systems on a “total cost” basis

Moving forward with OTAR allows us to implement a much more robust, accurate, less susceptible to error, and reduced exposure to liability system of pay and leave reporting. We may also be able to improve the system's ability to track grant monies and financial aid payments.
