This tool is a triage tool; it was designed for projects that require further definition—for those situations when it remains unclear if the resulting product will be internally developed or vendored or some combination of the two.

The First Phase of the tool results in two deliverables:

1. An RFQQ appropriate for both internal and external vendors.

2. An initial business case as to why the presidents should fully fund either internal development or the procurement of an externally vendored solution.

The Second Phase begins the RFQQ Process—for both internal and external vendors and results in:

1. A make/buy decision
2. A recommended vendor
3. A final fully fleshed-out business case/plan built around the recommended solution
4. An official request for final funding

The Third Phase deals with deploying the solution:

Including, but not limited to prep, training, launch, implementation, customer support, and future development.
