Following are brief descriptions of CIS divisions, identifying the division directors, services, and staff.


Division:  Administration
Interim Executive Director: Mike Scroggins

CIS Administration responsibilities include the following budget and finance functions:
  • Develops and submits IT strategic and tactical plans on behalf of the community and technical colleges. Develops IT budget request supporting documentation (for example, decision support packages) for submittal to DIS and OFM.
  • Provides for the quarterly billing process to member institutions and other clients.
  • Maintains interface with host district for financial services (accounts receivable, accounts payable, budget, payroll).
  • Manages the system-wide equipment reserve fund.
  • Develops and manages the CIS’s operating and capital budget.

Division: Development Services
Director: Mike Schmaltz

The Development Services Division develops and maintains the CIS administrative applications (FAS, FMS, PPMS, SMS) including the research and development required for projects that address external mandates, college system priorities, quality improvements, and fee-for-service requests. The staff includes product managers for each major functional area, systems analysts, and application developers.

Product Managers

  • Have overall responsibility for CIS administrative application systems.
  • Collect, evaluate, and manage application requirements.
  • Review and approve application designs.
  • Coordinate business-oriented testing.
  • Signing off on product changes prior to release.
  • Manage documentation and training programs for the product.
  • Provide training and participate in regional workshops and system-wide meetings.

Systems Architect

  • Develop, communicate, and oversee the implementation of the overall CIS technical architecture.
  • Ensure that the CIS solution analysis, design/architecture, technical specifications, tools, and construction/integration satisfy and support the architectural direction and principles resulting in reliable, maintainable, supportable, scalable, secure, and high-quality solutions.
  • Provide technology guidance, research, and assessment to all necessary levels and audiences within the CIS.
  • Recommend cost-effective technical solutions which conform to the stated CIS architectural direction. 
  • Conduct an architectural comparative analysis against competing products of like functionality and makes recommendations for standard products.

Division: Customer Services

The Customer Services Division provides, facilitates, and coordinates functions in support of administrative software, projects, and related products through the services provided by the Customer Support Desk, product and application specialists, and a training coordinator..

Customer Support Desk

  • Provides first-line contact for customer support and requests for assistance concerning software, applications, systems, hardware, and general use questions regarding CIS supported products.
  • Distributes requests to appropriate CIS staff for resolution.
  • Ensures requests are responded to and resolved in a timely manner.
  • Completes quality of service follow-up.

Product and Application Specialists

  • Respond to and resolving customer service requests for administrative applications. Responses cover, but are not limited to, general use questions, data input problems, data errors and recovery, and process defect corrections.
  • Participate in college site visits and training, regional workshops, and system-wide meetings
  • Participate in quality assurance testing of software for implementations, scheduling implementations, and packaging administrative applications for implementations

Division: Technical Services
Director: Nancy Petersen

The Technical Services Division is comprised of three departments: Production Services, Systems, and Networking. This division provides, facilitates, and coordinates support functions for the HP 3000 and HP 9000 processors, the state Wide Area Network, and Internet access.

Production Services

  • Provides operator level support for HP 3000 processors.
  • Provides volume laser printing services, on demand (including for distributed sites, primarily at FMS month-end).
  • Provides printing services for non-distributed colleges.
  • Monitors the batch production of distributed processors (except for Seattle and Spokane).
  • Manages distribution of centralized payroll interfaces (bank interfaces).
  • Organizes microfiche and daily courier services.
