LMDC Spring Meeting
May 4-5, 2000

Walt Marth (CIS), Jeanne Crisp (WSL), Larry Galloway (Green River), Sandi Blackaby (Instructional Commission), and Magdalena Marenga, Library Director, Polytechnic of Namibia also attended.

Joan Weber began the meeting by announcing changes to the order of items and additions to the agenda. She invited those who were interested to visit the Yakima Valley Community College campus and library following dinner.

Minutes
Minutes of the February 2-3 meeting were reviewed and approved as submitted.

CIS
Walt Marth advised LMDC that he would be retiring from CIS in June. He provided information about several projects including a new RFP process for ASAP II and a data warehousing project to migrate processes from the HP 3000 system. An employee web check history is now available and students can now apply, register, pay, and get their grades through the Internet as of summer 2000.

Washington State Library
Jeanne Crisp provided a brochure and bookmarks about "Find-It! Washington" which is available through the Internet. She made LMDC aware that WSL/LSTA funded training will provide 75% match as of the new fiscal year and encouraged libraries to apply for these funds. Crisp discussed the collection of statistics including information that the IPEDS will no longer include library related data. Leonoor Ingraham-Swets volunteered to continue to work on an analysis of how LMDC might want to gather statistics on the use of electronic resources. The Washington State Library can collect and add to their data collection according to LMDC wishes. Jeanne provided an update on the statewide database licensing and discussion of which number to use to calculate community and technical college percentages followed. Eric Palo made a motion to accept the use of Fall Quarter 1999 state supported FTE statistics as those appropriate for database licensing costs. Connie Bakker seconded the motion and it carried. Jeanne described the upcoming bid process which will include state newspapers and a general periodicals package. She reminded LMDC that the spring database trials included the CINAHL database. Jeanne will include in the RFP vendor comment on the willingness to work with libraries outside of the successful bid. Discussion of the frequency of bids, types of databases available, and remote authentication followed.

Library Council of Washington
John Backes distributed a list of the LCW membership which included contact information. There are 10 projects currently underway and additional information is on the council website. Deb Gilchrist is on the steering committee for the Information Literacy Marketing Project. John stressed the eventual role of community college faculty in providing training as part of this project. He also discussed the cultural diversity project and again reminded LMDC that faculty could be of assistance in this area.

Joan shared a report from Paula Palmer about the upcoming CLAMS 2000 Conference.

Presidents Academy
Stan Horton reported on the process for topics to be considered for the Presidents Academy. Joan Weber will write a letter to the president-elect about the desire of LMDC to present to this group. Jeffrey Keuss, Mindy Coslor McCormick and Deb Gilchrist volunteered to work as a committee to outline a presentation to this group.

Legislative Subcommittee
Mary Carr asked LMDC to consider a new strategy

K-12 Summit Meeting
John Backes reported on an April 26th meeting. K-12 libraries are losing staff positions and funding and the purpose of the meeting was to help librarians develop a strategy to deal with this problem.

Nominating Committee
Myra Van Vactor and Tess Hartwell presented the following slate of officers: Jeanne Leader (president-elect), Jane Blume (secretary) and Mary Carr (treasurer). The nominations were accepted and the officers were elected to serve for 2000-01.

Information Competency
Deb Gilchrist reported that 89 librarians had registered by the ACRL immersion program.

Gates Foundation
Deb Gilchrist reported that the initial proposal was accepted by the SBCTC and it has been submitted to the Gates Foundation.

State Data Book
Stan Horton will make a recommendation via the LMDC listserv about which data to include from community and technical colleges.

Conspectus
Joan Weber will pursue more information about future uses and costs of extracting data. This will be included in the summer meeting agenda.


May 5, 2000

Dr. Gary Tollefson, vice president at YVCC and chair of Instruction Commission, began the morning session by welcoming LMDC members to Yakima. He commented on the Council’s work and the vision that has been demonstrated. Dr. Linda Kaminski, president of YVCC, described some of the changes which will be forthcoming at YVCC including the construction of a higher education center and the expansion of the library into vacated space in its current building. She also provided information from the WACTC meeting, notably the discussion of distance learning options.

Treasurer’s report
Mary Carr reported that the LMDC treasury has a current balance of $2,357.31.

Distance Learning Guidelines
Stan Horton will distribute these guidelines to LMDC members again. These will be forwarded to Distance Learning Council for comment. After that review, the guidelines will be submitted to Instruction Commission as an informational item.

Media Service Survey
Connie Bakker reported that this committee continues to work on the survey, compiling the information gathered from each college.

Copyright
Myra Van Vactor has been conducting a survey of college copyright practices. In compiling this information, she has found that most campuses have policies but may not have procedures. The discussion which followed included the possibility of using the state library as a resource. Myra will chair a workgroup to focus on library-related issues; Connie Bakker, Ruth Baacke, Deb Gilchrist, Stan Hoirton, Mindy McCormick, Mary Carr and Jeffrey Keuss will work with her.

OCLC/WLN Pacific Group
John Backes reported that Marie Zimmerman had been elected to the OCLC Users Council and is the first community college representative to that group. Ann Marie Clark, from the Fred Hutchinson Center, is also a representative from Washington.

Ebsco
Deb Gilchrist discussed the variation in service fees charged by this company and LMDC members were asked to report the charges they are paying to Deb. She will work on negotiating a uniform percentage from Ebsco.

Consortial database purchase
LMDC members discussed the possibility of group purchase of database licenses beyond or in place of what may be selected as the statewide resource. Jeanne Crisp clarified the spring trial processes and asked members to use the interest form to indicate specific choices. The state library can help negotiate costs based on purchase by more than one library and is more than willing to do this in addition to the statewide purchase. Joan Weber will send a letter to the Washington State Library supporting the involvement of the four year institutions so that it does not become a competitive process.

Legislative Committee
LMDC discussed new strategies to gain legislative support for community and technical college libraries. Three specific activities were defined:

  1. The legislative committee will write a Cooperative Library Project status report, with the intent that this will go to Instruction Commission during the summer of 2000.
  2. The LMDC executive committee will write a letter to Instruction Commission endorsing the statewide database project with the intent to garner IC support with the end result that the SBCTC endorsement will be sought.
  3. The legislative committee will develop a proposal on distance learning that will go to Suanne Carlson for inclusion in the state business plan.

Jane Blume made a motion to reaffirm LMDC endorsement of the statewide database project for the _________ fund. The motion was seconded by Marie Zimmerman and carried unanimously. Joan Weber, as LMDC chair, also will call Nancy Zussy and send a letter stating this support.

Around the table
Library directors shared information about developments on campus, position openings, etc.

Instruction Commission
Sandy Blackaby reported on the February 17th meeting and the associate in science degree. Among the other topics she reviewed were enrollment trends, prior learning assessment, the presidents review of the funding formula, ASAP project, WAOL report on completion rates, and tech prep transcripting issues.

The summer meeting of LMDC will be hosted by Bellingham Technical College.
