Minutes of October 15-16, 1998 meeting

October 15, 1998

Chair John Backes called the meeting to order at 1:10 p.m.

Attending the meeting were: Jane Blume (Bellingham), Dal Symes (Whatcom), Margaret Snyder (CLAMS), Mary Ann Goodwin (Spokane Falls), Walt Marth (CIS), Philip Meany (Centralia), Jim Grossman (Green River), Deb Gilchrist (Pierce), Wai Fong Lee (Seattle Central), Kim Nakano (Edmonds), Katie Foley (Columbia Basin), Joan Weber (Yakima), Marie Zimmerman (Highline) Stan Horton (Grays Harbor), Russell Rose (South Puget Sound), Pier David (Clover Park), Mindy Coslor (Skagit), Lance Wyman (Big Bend), Jeanne Leader (Everett), Jeanne Crisp (WSL) and Jan Walsh (WSL).

The meeting began with introductions and an update from representatives about activities and developments at each college. Common issues included automated system migration, administrative restructuring, planning for building projects, and enhancement of bibliographic instruction programs.

Minutes of 7/9/98

Minutes were corrected to add Lenoor Ingraham-Swets to the committee charged with analyzing the Conspectus data. The minutes were approved as amended.

Treasurer’s Report

Wai-Fong Lee reported a balance of $2,589.89. The report was approved as presented.

CLAMS report

Margaret Snyder reminded the membership of the upcoming CLAMS conference and distributed registration information.

Washington State Library

Jeanne Crisp reported that there is nearly 100% participation by the community and technical colleges in the statewide database project. Other databases from UMI will be available for an additional fee and/or on a pay-per-use basis. Discussion followed about the enrollment figures to be used for payment; members agreed that use of 1997-98 state funded fte figures would be appropriate. The entire K-12 system will participate in database use. Discussion of database contents, omission/dropping of titles, legislative funding, and costs paid by other consortia followed.

Jan Walsh discussed the attendance and participation of state library staff at LMDC. LMDC members commented on the state library’s focus on public library issues and the need for more communication to increase the level of awareness and understanding of academic library concerns. Jan reported that WSL has hired a grants specialist that may be able to assist with future project development.

ACRL report

Marie Zimmerman reported on the upcoming joint meeting in Oregon.

WLA

Joan Weber reported on the annual conference to be held in Pasco and reminded members about the use of membership dues.

Instruction Commission

Sandra Blackaby (Walla Walla) and Mike Macintyre (Green River) are the Instructional Commission liaisons to LMDC. John Backes emphasized the need for communication and the establishment of a connection between the goals of LMDC and those of the Instruction Commission. LMDC will continue the intent of meeting with the Presidents’ Academy to increase awareness and understanding of library issues. John Backes distributed a status report about LMDC that he has provided to the Instruction Commission.

ITC

Wai-Fong Lee reported on the summer meeting in Leavenworth. She provided information about Microsoft software that is now available to students enrolled for a minimum number of credits. Discussion about the relationship between ITC and LMDC followed.

Distance Learning Council

Jeanne Leader and Pier David reported on the summer meeting in Yakima. Russ Rose provided background on the development of DLC and the changing membership. Mary Ann Goodwin clarified information about the Washington Online Consortium and the use of UMI databases to support these online courses.

University of Washington School of Library and Information Science

John Backes reported that the library science program has a new director, Dr. Michael Eisenberg. It was agreed to invite Dr. Eisenberg to speak at the LMDC winter quarter meeting at Edmonds Community College.

Library Council

John Backes reported that minutes of the council meetings are available on the state library web page. The Library Council is seeking feedback about continuation of funding projects, such as the statewide database effort. Marie Zimmerman made a motion to the effect that LMDC endorses the role of the Washington State Library in coordinating multi-type library projects and supports the use of state funds to continue the statewide database project after LSTA funds expire. This endorsement will be sent to the Washington Library Association as well as the Library Council.

Information Competencies

Deb Gilchrist provided information about the next information competency workshop as well as the ACRL Institute for Information Literacy. Application forms for the Institute, which is held during the summer, will be sent in November.

WLN Conspectus project

John Backes reported on the progress of the committee, which was formed to analyze the Conspectus data. The committee needs direction about what specific information to extract from the data. Stan Horton explained the seven reports that are available. The purpose of the Conspectus was to provide information about individual collections as well as a statewide collection analysis. Discussion of the use of the Conspectus information and the need for a visual presentation followed. Marie Zimmerman will work with the committee to develop these presentation materials.

Reciprocal borrowing

John Backes reported that 24 colleges have signed the agreement. John reminded LMDC members that this reciprocal relationship may be an essential element when requesting funds for cooperative projects.

LMDC Fall Quarter Meeting
October 16, 1998

John Backes called the meeting to order at 8:50 a.m.

Endeavor Migration

There has been a request to move the page to the CIS server. John Backes has filed the appropriate paperwork for this change. Dale Burke will be asked if he is interested in continuing to administer the page.

Statewide Library Cooperation Project

John Backes distributed the technology request from WACTC. This request eliminated the $1 million dollars in the original proposal for collection development. John recognized Marie Zimmerman, Eric Palo, Pier David, and Mary Carr for the many hours that they spent working on this effort. John proposed the development of a one-page synopsis of the project to be used to assist the state board or OFM in understanding the request. Discussion followed on the elements to include in such a synopsis.

Linking LMDC & WACTC Goals

John Backes asked LMDC to link the goals of LMDC with those of the WACTC Education Committee. Small groups were formed for this purpose. Each group reported on their discussion as follows:

WACTC Goal 1

Identify a means for education program priorities to impact the funding formula

Relates to LMDC goals:

1. Continue support for Cooperative Library Project
2. Continue information competencies initiatives/projects with CLAMS
4. Provide analysis of statewide Conspectus Project data to Instruction Commission
5. Develop and adopt best practices for providing library support to WAOL students
8. Review and publish system profile for media services
9. Review accountability measure for library/media services

Discussion: Development of information competencies will result in significant student outcomes including: workplace readiness, critical thinking skills, communication skills, and higher-level computer skills. LMDC will be able to provide an analysis and significant data about statewide library resources and services. The Cooperative Library Project and Conspectus will provide better and more current information, equal access, a seamless linkage to libraries, and opportunities for partnerships. These projects directly influence student outcomes and utilize technology as a tool to enhance learning objectives. LMDC will be compiling information about media services to identify the types of services delivered and support provided to instructional programs. Development of the best practices for providing library support to WAOL will help ensure the success of courses delivered in non-traditional formats. This will increase system performance and ensure conformance to accreditation standards.

WACTC Goal 2

Support regional faculty and staff development efforts. Increase professional development across the system.

2. Continue information competencies/initiatives projects with CLAMS
7. Provide professional development opportunities for LMDC membership

Discussion: LMDC has a professional development program for the teaching and assessment of information competencies by library faculty and staff. This program is in the second year of a four-year plan designed to tie information competency into campus wide outcomes and assessment initiatives. To date, this program has generated system wide participation. Continued funding will ensure the success of the program.

WACTC Goal 3

Review the Students of Color Plan. Identify potential impacts resulting from passage of Initiative 200.

Relates to LMDC goals:

6. Continue to build and strengthen form relationships with the Instruction Commission, WACTC, DLC, ITC, four year institutions, and the state library
7. Provide professional development opportunities for LMDC membership

Discussion: LMDC members should become better informed about local campus plans (Diversity and Affirmative Action Plans) and statewide plans/reports. It will be necessary to evaluate the impact of the passage of Initiative 200 on local campuses and statewide. LMDC members should determine how we affect the Students of Color/ Initiative 200 plans on our local campuses and disseminate strategies to address the potential impact of Initiative 200.

WACTC Goal 4

Provide a mechanism for structured dialogue focusing on K-12 education reform

Relates to LMDC goals:

1. Continue support for Cooperative Library Project
2. Continue information competencies initiatives/projects with CLAMS
3. Continue to represent community and technical colleges in statewide projects
4. Provide analysis of statewide Conspectus Project data to Instruction Commission
5. Develop and adopt best practices for providing library support to WAOL students
6. Continue to build and strengthen formal relationships with Instruction Commission, WACTC, DLC, ITC, four year institutions and the state library
9. Review accountability measure for library/media services

WACTC Goal 5

Support changes in the residency law with respect to the time necessary to establish residency for tuition paying purposes

Relates to LMDC Goals:

1. Continue support for Cooperative Library Project
3. Continue to represent community and technical colleges in statewide projects involving multi-type library cooperation
5. Develop and adopt best practices for providing library support to WAOL students

Discussion: Develop policies and guidelines for distance learning students to reflect the reality of what libraries will deliver.

John Backes announced that the GaleNet demonstration would follow at 12:15 for one hour.
