November 4-5, 1999
Spokane Community College

Members attending were: Kim Nakano (Edmonds), John Backes (Shoreline), Myra Van Vactor (Bellevue), Wai-Fong Lee (Seattle Central), Mary Ann Goodwin (Spokane Falls), Pier David (Clover Park), Leonoor Ingraham-Swets (Clark), Jim Grossman (Green River), Connie Bakker (North Seattle), Mary Jo White (South Seattle), Bruce Swenson (Wenatchee), Debra Gilchrist (Pierce), Eric Palo (Renton), Stan Horton (Grays Harbor), Mary Carr (Spokane), Mindy Coslor (Skagit Valley), Jeanne Leader (Everett), and Marie Zimmermann (Highline). Sandi Blackaby (Walla Walla – liaison from Instruction Commission), Karen Goettling (Washington State Library), and Larry Galloway (Green River – assistant to the President) also attended.

Kim Nakano, acting as chair due to the absence of Joan Weber, called the meeting to order at 1:00 p.m. She expressed her thanks to Mary Carr for hosting the meeting.

 

Thursday, November 4

Treasurer’s Report
Mary Carr distributed the report and revised it to indicate that the $122.20 for food service was for the summer meeting at Skagit Valley Community College and the $150 in revenue was for member fees. The report was approved as amended.

Library Council of Washington
John Backes described the LSTA proposal process for 2001 federal funds. He distributed information about the Information Literacy Project and explained other initiatives including reference workshops and the digital imaging project. He reminded LMDC that the state library has a continuing education fund and that the approval process takes two weeks. John suggested that LMDC consider development of a proposal that would correspond to the LSTA goals supporting system wide collaboration.

Minutes were approved as submitted.

Washington Statewide Database
Leonoor Ingraham-Swets reported on the project status and commented that more publicity is needed to increase awareness and use of the databases.

CLAMS
Mindy Coslor reported on the business meeting at ACRL. CLAMS currently does not have a president elect and there is discussion of a possible merger with another library association.

ACRL
Several LMDC representatives commented on the quality of the conference. Discussion of the ACRL standards for community and technical college learning resource centers followed.

WLA
John Backes explained that ACRL needs to either incorporate or affiliate with another library association. Discussion followed regarding information competencies and the relationship of community and technical colleges to K-12 outcomes and the baccalaureate institutions’ initiatives.

Instruction Commission
Sandy Blackaby distributed information on Instruction Commission’s priorities for this year and discussed each individually. She added that discussion of the funding formula is ongoing. Instruction Commission has defined their priorities as:

    • Associate of Science Degree. Complete proposal for new direct transfer degree for math and science majors.
    • Skills standards. Work with the Vocational Technical Council on implementation.
    • Washington OnLine. Select professional/technical courses for curriculum development and offer new courses.
    • Distance learning administration. Implement activities of the FIPSE grant
    • Part-time faculty. Identify issues and share practices among colleges.
    • Adult Basic Education. Develop and implement new assessment instruments.
    • Performance measures. Implement new measures and collect data.

WSL
Karen Goettling reported for Jeanne Crisp. She distributed information on the fall database trial results, a memo from Jeanne Crisp on the request to the legislature for database funding, and an "Issue Brief: Public Library K-20 Network Connection." Marie Zimmermann reviewed the last two documents with LMDC. Karen announced that Wai-Fong Lee has been appointed to the Washington State Library Commission. Karen also thanked libraries for participating in the Soaring to Excellence program. She provided draft information on an initiative that would provide training to libraries serving culturally diverse populations. Karen explained that an advisory committee was being established and she encouraged LMDC members to contact her if they are interested in serving on that group. John Backes described the space problems at the state library and urged LMDC members to talk to their legislators and to support these needs.

ITC
Wai-Fong Lee reported on the status of the ASAP project and the discontinuation of academic pricing for student use of Microsoft software. She reviewed the virtual campus budget request and asked LMDC members to provide any information they had regarding the library elements in that request.

Assessment and Accreditation Workshop
Stan Horton led a workshop based on information provided at the fall ACRL conference. He advised LMDC that the ACRL standards for community and technical colleges are not under revision and that the quantitative measures included in the standards are not being viewed as relevant in terms of assessment by either ACRL or the Northwest Association. Stan provided the draft "Standard for College Libraries" which may be a more appropriate model. LMDC spent the balance of the meeting working on measures to assess collections and staffing.

Friday, November 5

Goals
Kim reviewed LMDC goals for the year. Goal 3 was revised only to include part A. Goal 4 will focus primarily on part A. Goals as revised:

  1. LMDC will seek appropriate funding for library media services
    1. Continue to advocate for the Cooperative Library Project
    2. Pursue grant funding from LSTA and other similar sources
    3. Participate in cooperative ventures to leverage existing funding
    4. Participate in legislative hearing on technology needs as appropriate
  1. LMDC will focus on assessment and its relationship to accreditation
    1. Establish guidelines and standards for assessment
    2. Analyze the Conspectus data
    3. Provide data analysis to the Instruction Commission
    4. Develop guidelines for library media services support of distance learning
  1. LMDC will analyze media services
    1. Survey current practices
  1. LMDC will continue to pursue the following projects
    1. Information competencies initiatives/projects with CLAMS

Legislative Report
Mary Carr reported that she is involved with an 11/18/99 presentation to the Senate Energy, Technology, and Telecommunications Committee on technology needs for community colleges which will focus on Spokane as an example. On 12/2/99, a similar presentation is planned for the House equivalent committee. Mary asked for suggestions on how to include library needs in the presentation.

Joe Young, Vice President of Instruction at Spokane Community College, greeted the Council. Mr. Young acknowledged the challenges faced by libraries.

Marie Zimmermann led a discussion of LMDC support for WSL initiatives. John Backes made a motion for LMDC to endorse the DIS budget proposal to connect public libraries to the K-20 network. Mary Jo White seconded the motion and the motion passed. Discussion of the budget request for technical support and database licensing followed. John Backes made a motion to endorse the WSL budget request to connect public libraries to the K-20 network. Jim Grossman seconded the motion and the motion carried.

Marie Zimmermann proposed that LMDC review the lists of contacts and committees. The updated lists are attached to these minutes and will be posted on the LMDC web page. Connie Bakker advised LMDC of the NWMet meeting that will be held on the first weekend in May in LaConner. Deb Gilchrist asked members for ideas about the next steps for librarians as educators workshops and training sessions. Suggestions included a work session to share information about current practices and training to focus on student outcomes and assessment. Deb urged libraries to apply for the immersion program on information literacy. Applications are available in December or early January; only ninety individuals will be selected. Myra Van Vactor described a workshop on critical thinking and information literacy across the curriculum that will be held at Bellevue Community College on January 24th. This workshop is part of an NSF grant and Myra will provide more information through the LMDC listserv.

Committees

Members divided into groups to pursue committee work and reported to the Council at the end of the session as follows:

Media Services
Connie Bakker reported that the committee will email LMDC representatives, asking each member to define two concerns. The committee plans to conduct a phone survey to determine common issues, responsibilities, etc.

Cooperative Library Initiatives
John Backes reported that the committee will re-visit the baccalaureate institutions’ cooperative library project request and the WSL funding request. The goal will be to link community and technical college library needs to these funding requests. Pier David and Mary Carr will work with Stan Horton and Jane Blume to write a white paper on library services and distance learning before the February LMDC meeting. Pier and Mary will then take this forward to Distance Learning Council. The committee will work with Eric Palo to coordinate LMDC efforts with the 4-year schools.

Accreditation and Assessment
Myra Van Vactor reported that the committee’s goal will be to include information literacy as part of the general education objectives. The committee will distribute information and ideas developed during Thursday’s workshop to LMDC members via the listserv.

It was agreed that the LMDC executive committee will develop a work plan for the year. Each meeting will focus on a specific topic of interest. The executive committee will call for ideas and choose one for each meeting. The next meeting’s topic will be cache servers and privacy issues for libraries to focus on what information is retained on the activity log and confidentiality issues. The meeting adjourned at 11:00 a.m.
